The initiative was announced on 25 October 2021 during the first Middle East Green Initiative Summit in Riyadh, Kingdom of Saudi Arabia. The initiative's charter was adopted at the ministerial meeting held on 26 October 2022, and it was approved by the leaders during the second summit of the initiative in November 2022. The permanent headquarters of the General Secretariat is located in Riyadh, Kingdom of Saudi Arabia.
